Speaker 4 introduced an emergency ordinance to continue the Village of East Canton's governmental electric aggregation (an opt-out community choice supply program) and described consultant pricing returned in October showing proposed supplier offers of about 10¢ per kilowatt-hour. "For a 15-month period, it's 10.1¢," Speaker 4 said, and added the village planned to seek rates for a 15-month contract and then re-shop at the end of next year.
Speaker 2 read Ordinance 2025-26 by title as "an emergency ordinance authorizing all actions necessary to support the continuation of a governmental electric aggregation program with opt-out provisions pursuant to the Ohio Revised Code, directing the mayor to execute an electrical supply agreement with Dinergy Energy Services LLC." A motion and second were recorded and the council proceeded to a roll-call vote. The roll call produced affirmative responses and the measure advanced; the meeting record shows the item presented as a third and final reading before the roll call.
Speaker 4 emphasized consumer protections built into the opt-out design: residents will receive notice letters in January or February and have 21 days to opt out at no penalty. "This is an opt out program. If anybody doesn't want to be part of it, they have 21 days to opt out. There's no penalty," Speaker 4 said. The speaker also said vendor quotes hold for 30 days, requiring the council to pass the ordinance so staff can solicit final prices.
The ordinance directs the mayor to execute an electrical supply agreement with Dinergy Energy Services LLC and authorizes staff to obtain supplier pricing and finalize terms. The council's packet included consultant slides listing competitive offers for 12-, 15-, 24- and 36-month terms; Speaker 4 said the village planned a 15-month contract and would re-evaluate rates at the end of that term.
Next steps: staff will finalize the supplier agreement and mail opt-out notices to participating residents. The ordinance text as read references Ohio statutory authority for aggregation; the council recorded a roll-call vote in favor during the meeting.
