Mayor Robert E. Scott opened the meeting Nov. 24 by reading a proclamation recognizing National Native American Heritage Month and designating Nov. 26, 2025, as the memorial march to honor lost children spearheaded by the Community Initiative for Native Children and Families. The proclamation thanked community partners and organizations organizing two days of educational events and the annual march.
Monica Gooddon, who identified herself as an enrolled member of the Winnebago Tribe of Nebraska with Isanti Dakota lineage and a Sioux City native, accepted the proclamation. Gooddon said the memorial is “not only a moment of remembrance; it is a promise that we will continue to fight for our communities and future generations,” and called attention to child welfare and juvenile-justice concerns affecting Native families.
The proclamation and remarks were ceremonial actions by the council; no formal vote beyond the mayor’s reading was recorded. The council also invited the community to participate in the scheduled memorial march and related educational events.
