Committee recommends lease and development deal for East Bank performing-arts facility with pedestrian-bridge commitment

The committee advanced BL 2025-1150, authorizing the Metropolitan Government to enter a development agreement and ground lease with the Tennessee Performing Arts Center Management Corporation for a performing-arts facility on part of the East Bank Stadium campus.
Councilmember Coopin, sponsor of the legislation, said the bill includes community engagement steps and that an amendment was needed to reassert Metro’s commitment to keeping a pedestrian bridge open during construction, and to correct the date of a community meeting. Councilmember Parker described a second amendment to preserve alleyway access for trucks and set pieces while allowing limited flexibility if circumstances require.
Both amendments were moved, discussed and recommended for approval by the committee (each recorded 11-0). The committee then recommended approval of BL 2025-1150 as amended by unanimous voice vote and forwarded the bill to the full council.
Council members thanked staff and encouraged the public to consult recorded committee meetings for further detail; the bill includes housekeeping changes to meeting dates and clarifies access expectations during construction.
