Munhall Borough Council voted Dec. 16 to advertise an updated street-opening ordinance that revises restoration specifications for utilities that open borough streets. Council members said the changes were intended to increase depth and improve paving standards so repairs better meet borough specifications when utilities complete work.

A staff presentation on the Main Street rehabilitation project reported two low bidders for the general/mechanical and electrical contracts and said the borough currently has about $1,000,000 available toward a project described in the agenda as $2,000,000 in awards. Staff said it is working to secure the roughly $1,000,000 remainder and expects contractors to start work in the spring once funding is in place. The borough has submitted a DEP permit for Creek Street (submitted in November) and is awaiting agency comments; staff said resubmission and bidding could occur in January–February, with construction targeted for mid‑ to late spring.

Council also asked the borough engineer to recalculate weight limits on two Main Street bridges after concerns the prior calculations may have been incorrect. The motion to advertise the street‑opening ordinance passed after council members asked clarifying questions about the engineering specifications.

Council members said the ordinance advertisement is a step toward a public hearing next month and a later formal vote on ordinance adoption.
