Vermillion County’s council meeting in December 2025 resulted in a string of routine fiscal actions, adoption of three resolutions for 2026 and several board appointments — with the Park Board appointment postponed pending a records review.
The council approved a series of appropriations and transfers, including a $2,931 re-appropriation into historical markers and a $40,000 supplemental appropriation for sheriff’s overtime. A $550 parks donation to support spray services at Trailhead Park and a $2,552.50 transfer to pay tax-increment-financing professional services also passed. Several smaller administrative transfers (for the extension office, prosecutor and internal auditor adjustments) were reported as non-voting items.
On grants and special funds, the council appropriated a $10,000 grant from Apex to the Emergency Management account for equipment and maintenance. Council members voted to table a $40,000 plat-book appropriation and a $112,000 fair-board request to allow staff to clarify budget-year accounting and line-item designations.
The council adopted three resolutions: Resolution 2025-12 authorizes special payroll to correct timing and pay eligible employee longevity payments; Resolution 2025-13 directs transfers of portions of certified shares local income tax and economic development income tax into the Highway Capital Improvement Fund for 2026; and Resolution 2025-14 fixes compensation tables and maximum rates for county employees and officials for 2026. An unidentified council speaker summarized one purpose of the tax-transfer resolution as capturing previously used economic-development income-tax revenue “on paper” for the highway fund.
The council also adopted its 2026 meeting schedule (regular meetings to begin at 6:30 p.m., with budget hearings starting at 9 a.m.). Board appointments approved included Cynthia Myers to the Alcohol and Beverage Board (one-year term) and retention of Robert Spence on the E‑911 board (one-year term). Appointments to the Redevelopment Commission were retained for another year.
The meeting closed with a winter-weather advisory from the county emergency management director, who urged residents to take precautions ahead of single-digit temperatures.
The council adjourned with no additional action on the Park Board appointment; staff will review meeting minutes and records and return the matter in January.
