Public works reported that site excavation and electrical work for the borough’s EV charging station have begun, with concrete work expected within a month. On West Street, the presenter said the county milled the road but delayed final paving because the county did not receive expected state funding in time; the county needs two good weather days to complete paving and was aiming for Thursday to finish the job.
The police sergeant inspected four locations and recommended adding street lights at 3620 Cambria and near 405 Green Street; council members discussed trimming trees at McClure and improving sign visibility at speed bumps, including solar-lit markers at the hump.
Council also reviewed procurement for interior work: three bids were discussed for the second-floor build‑out, mayor’s office security work and a third-floor stairwell project. Track Unlimited submitted a bid of about $89,368.20 and Extreme Restoration submitted a bid of about $84,451.53; a third bidder (CODIS) provided nonstandard paperwork that could not be compared. Council agreed to circulate bid documents and review them next week; no award was made at the meeting.
Separately, the presenter said Project Panther had submitted the first application under the recently adopted LERDA ordinance requesting a five‑year abatement schedule (100% in years 1–2, stepping down to 30% in year 5) and provided the building permit documentation for council review. Council did not vote on Project Panther during this meeting.
