Westville council approves Baker Tilly agreements and guarantees savings contract to advance water project

"I have three Baker Tilly agreements," the speaker said while outlining that the contracts support the upcoming water project and the town's bond planning.
Councilor Albert Roche moved to accept the Baker Tilly agreements; the motion was seconded by Mister McMahon and passed 4-0. The council then discussed and approved a guaranteed-savings contract with Bowen that the council said would be used for water-system work including the water tower, mains, new wells, a filtration plant addition, a meter pit and a new meter at New Durham, and a new water line for Fairview.
Council described the guaranteed-savings contract as a fixed-price approach designed to limit change orders and return any leftover funds for utilities uses such as office equipment. The council also reported recent procedural steps tied to the project: closing on land for new wells, signing an easement for the new water tower, and plans for bond closing.
The council did not specify contract dollar amounts for the Baker Tilly agreements in the record beyond associating the work with the 2026 bond package. Council members said the project includes a new 500,000-gallon water tower and related construction that will require significant coordination and on-site oversight.
