Decorah council approves consent agenda and adopts ordinance allowing limited semi‑trailer parking exceptions

The Decorah City Council approved a multi‑item consent agenda and adopted an ordinance to allow limited exceptions to the city's prohibition on semi‑trailer and tractor parking.
Consent agenda items approved included minutes of the Nov. 17, 2025 meeting, claims, change order #2 and pay application #4 for the Decorah water meter replacement project, acceptance of the water meter replacement project as complete, Carlson Park Gateway pay application #5, and the appointment of Mason Huberig to the Decorah Tree Board. A resolution approving a maintenance agreement for Twin Springs was also included. A councilmember moved to approve the consent agenda and the motion carried on a roll‑call vote.
On the ordinance, staff explained the proposed amendment to city code section 12.52.270 would maintain a citywide prohibition on semi‑trailer and tractor parking but permit the council to authorize exceptions by resolution; the council may also require permits for those exceptions and could delegate permit issuance if it chooses. Councilmember Neil moved to approve the second reading, the motion passed, and later the council moved to waive the second reading and adopt the ordinance by resolution (motion by Neil; second by Zittergruen). The roll call recorded ayes and the ordinance was adopted.
Other business: Staff noted board and commission vacancies (Human Rights) and councilmembers closed by thanking staff for snow response and community efforts before adjourning.
