Bond program contractors updated the oversight committee on two separate projects — Melrose and Kelly Smith — describing procurement steps, demolition scope and schedule.
David Casper of Casper Architects said Melrose had an ERP approved and that renovation of Building 6 will begin after the holidays; the design team expects all building plans to be complete by January with bidding to follow and utility work and site investigations ongoing. "We're gonna target towards the January to have all the building plans complete," Casper said.
On Kelly Smith, presenters said the early-release package and GMP were approved at the school board and that the project was now being bid. Contracting and mobilization were expected to start in December; teams said they aimed for a multi‑year timeline, with some participants noting full project completion in 2027 pending GMP buyout and final sequencing. Committee members asked why demolition and asbestos abatement estimates were considerably higher than prior local demolition costs; project staff said the ERP included not only removal of Building 1 but demolition of multiple campus buildings, asbestos abatement allowances, monitoring, utility relocations and allowances to bridge the design/construct gap.
Contractors and members agreed that when significant demolition or site-related allowances appear in an ERP, those costs should be explicitly itemized in the GMP documentation so the oversight committee and the public can see what the ERP covers and why the line items differ from simple demolition estimates.
Members asked staff to post the board-approved ERP documentation to the public project page and to provide a breakout showing which demolition and abatement costs are included in the ERP versus the later GMP.
