Forest Park council rejects senior-living plan, approves Sharon Road repaving grant and renews engineering contract

During its Dec. 1 meeting the Forest Park City Council voted down Ordinance 33-2025 (an 80-unit senior living project at 1260 W. Forest Park — The Forest Park City Council on Dec. 1 declined to approve a proposed 80-unit senior living development and moved forward on two infrastructure and contract matters.
Ordinance 33-2025, which would have amended land use rules and approved a development plan for an 80-unit senior living apartment building at 1260 West Kemper Road (the Phillips Edison Plaza site), failed on a recorded vote. Council members noted the item had previously been denied by the city Planning Commission; during the final roll-call vote the motion to adopt the ordinance failed by a recorded 7–0 margin (all recorded votes were 'no'). The council tabled no alternative motion; the measure did not advance.
By contrast, Ordinance 34-2025 authorizing the city manager to enter into an agreement with the Hamilton County Commissioners for improvements to West Sharon Road was approved unanimously. Council member Reggie Sylvester described the ordinance as enabling the city to receive $300,000 in MRF funds toward repaving the segment from east of Winton Road to Embassy Road and said the project had additional funding sources. The ordinance passed on a 7–0 recorded vote.
Later in the meeting the council adopted Resolution 45-2025 renewing an engineering services agreement with Verdantus (appears in the record also with alternate capitalization). Council and staff discussed that the city has used the firm for several years, that the contract is renewed on an as-needed basis and that this renewal carries an approximate 2% increase in the hourly rate; council approved the renewal on a 7–0 recorded vote.
Council also took procedural steps to read ordinance numbers 35–37 by title only (first readings) and noted that Ordinance 35 would appoint a public defender, Ordinance 36 would confirm the law director/solicitor contract, and Ordinance 37 would establish a vacant commercial building registration program. Those items were presented as first readings with no final adoption during the meeting.
The council adjourned after completing these actions.
