Forest Park council appoints Takiyah Bailey clerk; elects Dr. Rosalyn Moore mayor

Forest Park — At an organizational meeting on Dec. 1, the Forest Park City Council unanimously adopted Resolution 44-2025 to appoint Takiyah Bailey as clerk of council and then conducted its annual officer elections. Following nominations, Dr. Rosalyn Moore was elected mayor, Denise Holt was chosen first vice mayor and Reggie Sylvester was selected second vice mayor.

The council first moved to amend the agenda to permit reading Resolution 44-2025 by title only and then voted to adopt the measure appointing Takiyah Bailey and authorizing the city manager to enter into related agreements on the city’s behalf. The clerk’s appointment was then formalized on the record and the oath of office was administered.

The election of officers followed council procedure explained on the record by the city’s parliamentarian. Council members nominated Aaron Brown and Dr. Rosalyn Moore for mayor. After members asked procedural questions and heard brief remarks, the clerk called each member’s vote by roll call, and Dr. Moore received the majority and was declared mayor.

Dr. Moore, speaking after the vote, summarized her goals for the city and emphasized continuity of service: “I have served the community well for over 30 years… I will be proudly and gratefully to serve those residents,” she said during remarks recorded on the council audio. Council members exchanged congratulations following the results and Judge Nicole Sanders administered oaths for the elected officers.

The council also approved a motion designating the clerk as the HB 9 public records designee by voice vote.

The council concluded the organizational portion of the meeting and proceeded to its regular agenda.
