The Renton City Council on Dec. 1 voted on a package of land-use and procedural items: it approved a petition from the Renton Regional Fire Authority (RRFA) to vacate approximately 3,648 square feet of an unopened right-of-way, subject to the petitioner providing an appraisal; authorized staff to begin eminent-domain proceedings to acquire four King County parcels (a 5.9-acre site formerly occupied by Compton Lumber) while negotiations continue; adopted multiple ordinances on second and final reading; and concurred with committee recommendations to approve engineering contract amendments for stormwater projects.
Street vacation and appraisal: Stephanie Rery of Community and Economic Development said the RRFA owns the abutting parcels to the unopened right-of-way and is developing the parcels for a fire station and a maintenance building (land-use application LUA 204000373). The council closed the public hearing with no public testimony and voted to accept staff's recommendation, directing the petitioner to provide an appraisal of the vacation area before final action.
Eminent domain authorization: Amanda Free, Economic Development Director, said the city had an executed purchase-and-sale agreement with the Compton Lumber property that fell through when the owner failed to fulfill obligations; the owner requested additional time and staff now asked the council to authorize use of eminent domain to ensure the city can acquire the site for a parks maintenance shop and possible resource center while continuing negotiations. The council voted to authorize staff to begin eminent-domain proceedings.
Ordinances and contracts: By roll-call votes the council adopted second-and-final-reading ordinances extending temporary parking-fee waivers at the City Center Parking Garage, implementing statutory updates to the business-and-occupation tax code, adjusting business-license thresholds, and adopting a new transportation element for the comprehensive plan. The council also concurred with the utilities committee to execute Amendment No. 2 with WSP USA Inc. for $543,411 for Lind Avenue Southwest storm system design and an agreement with Mead & Hunt for $272,932.90 for Taylor Avenue Northwest storm design.
