The developer’s counsel (HTG) outlined a proposed indemnification structure to protect the county from any HUD clawback risk; counsel emphasized urgency to close by Dec. 19 and said the developer would work with county transactional counsel to document indemnities and sureties. Commissioners moved to approve proceeding with the deal conditionally, subject to county‑attorney sign‑off on legal protections.
