Commission approves two downtown units from Hank's Barber suites in Old Town Camarillo

The Camarillo Planning Commission unanimously approved a conditional use permit (CUP 440) to convert two second-floor commercial suites at 2260 East Ventura Boulevard in Old Town into two residential units.
Associate planner Serena Gonzalez said Unit C would be about 740 square feet with two bedrooms and one bathroom and Unit D about 592 square feet with one bedroom and one bathroom. The units will be accessed from a shared lobby and will be on the second floor above ground-floor commercial uses. Staff told the commission that residential projects within a half-mile of a major transit stop can be exempt from additional parking requirements (AD 2097) and that the property owner had previously paid in-lieu fees and provided additional parking for public use when the building was developed, resulting in sufficient parking.
Applicant Hank Robles, who said he had the building constructed and has long held businesses in Old Town, thanked the commission and staff and urged approval. Commissioners said the conversion would add housing to the city and could be counted toward the housing element. Several commissioners praised Robles’s long-term stewardship of the building and noted the project preserves the exterior character while adding livable units.
Resolution PC2025-13 was introduced, further reading was waived, and the commission voted to adopt the resolution. Staff will finalize the permit paperwork and confirm the housing-element counting.
