Camarillo planning commission approves indoor cheer gym; two members recused

The Camarillo Planning Commission on a 3–0 vote approved a conditional use permit (CUP 443) to allow Young Athletes for Christ to open an indoor cheerleading and tumbling practice facility at 4023 Camino Ranchero, Unit I.

Assistant planner Sean Koonikau told commissioners the unit is 4,011 square feet within a nine-unit industrial complex and that the complex provides 103 on-site parking spaces. Based on the city's parking ratios staff said the buildings required 78 spaces, leaving a surplus of 28 and sufficient parking for the proposed use. The applicant proposed no exterior or structural changes. Staff recommended finding the project categorically exempt from the California Environmental Quality Act and adopting Resolution PC2025-12 approving the CUP.

Applicants Danielle Davis, who identified herself as the cheer director for Young Athletes for Christ, and program director Adam Valencia thanked staff and commissioners and said they agreed to all conditions of approval. Davis said the facility will be supervised during operating hours and that coaches will oversee up to 40 child participants. Valencia said the business will operate mainly Monday through Friday from about 3 p.m. to 8:30 p.m., with occasional weekend practices, and that classes may be open to non-team participants.

Two commissioners recused themselves before the item because of proximity: Commissioner Edsall said he owns property within 500 feet of the application site, and Commissioner Murphy said his business is within 500 feet. With those recusals, Commissioners Vander Meulen, Vice Chair Davidson and Chair Limon voted to approve the resolution.

The commission approved Resolution PC2025-12. The decision as recorded directs staff to finalize the permit and conditions of approval.
