Arroyo Grande honors firefighters and promotes police officer after life‑saving response

Arroyo Grande — The City Council recognized local first responders at its Dec. 9 meeting, presenting an honorary proclamation to members of the 5 Cities Fire Authority for lifesaving efforts and marking the retirement of Fire Captain Paul Quinlan. The council also administered the oath of office to Jacob Black following his promotion to senior officer.
Mayor Ray Russom read a proclamation recognizing Captain Paul Quinlan, Engineer Michael Lopresti and Firefighter Scott Vassour for their response to an Aug. 30 respiratory emergency at Struthers Park that culminated in lifesaving treatment and hospital care for resident Andrew Chestnut. Diana Chestnut addressed the council, saying, "Because of your training, all of you, because of your training, teamwork, and commitment to this community, my husband is here today." Andrew Chestnut also thanked responders and described his gratitude for being alive.
The council then presented a retirement proclamation to Paul Quinlan commemorating his 38 years of service; Quinlan spoke to colleagues and family and thanked the department.
Earlier, Chief Culver introduced Jacob Black and asked the clerk to administer the oath; Black recited the oath of office and thanked his family and the department. The mayor invited Black’s wife, Alicia, to pin his badge.
Council members and staff praised the professionalism and dedication of first responders and encouraged residents to recognize the role of public safety personnel during the holidays.
