Fannin County approves parks grants, public-works equipment and $731,393 in public-safety purchases

Parks and youth programs: Recreation Director Eddie Oney reported a $6,007.31 quote from Blue Ridge Surveillance for security cameras at Tamlin Park and two grants: a $40,000 Cal Ripken in-kind award of equipment for after-school programming and a $45,000 cash BOOST grant to support after-school and summer payroll and supplies. Commissioners voted to accept the BOOST MOU and authorized the camera purchase and signature by the chair.
Public works: Public works staff requested several purchases: a used mini excavator for $9,000 (21 hours), a package of four snow-plow/spreader units and salt for $10,000, and a used 2023 Ford pickup for $42,971 to replace an aging county vehicle. Commissioners approved the purchases and discussed warranties and fleet-mileage concerns.
Public safety: Sheriff Kirby urged the board to fund an upgraded tactical package including modern ballistic plates and carriers, helmets, communication headsets, optics and night-vision equipment totaling approximately $355,000. The sheriff also requested purchase authorization for an armored/utility Bearcat vehicle with a current all-in price of $376,393 (discounted if ordered before Jan. 1). The board approved the $355,000 equipment purchase and authorized the Bearcat purchase with the expectation the county would pursue grants (including a counter-drone grant application that could cover the vehicle) alongside general fund sources.
Funding and next steps: Commissioners discussed funding from grants, asset forfeiture and public-safety or general funds and asked staff to pursue grants and present fiscal options if grant applications are unsuccessful. Several purchases were approved by voice vote during the meeting; where grant coverage is anticipated, staff will return with grant outcomes and any recommended funding substitutions.
