Policy committee advances staff-conduct policy (GBEB) to full Portland board

The policy committee of the Portland Board of Public Education voted Dec. 8 to forward a new staff-conduct-with-students policy, known in committee as GBEB, to the full board for consideration.
Maya Alina, chair of the policy committee, moved to pass GBEB through the committee and onto the full board; Board member Yousra Ali seconded the motion. By roll call the motion passed, with committee members indicating support and the chair announcing the measure will go to the full board for its next meeting.
Dr. Sarah Warren, chief of strategy and operations, described the document as a “completed first draft” based on a model policy from outside counsel and adapted for Portland Public Schools with input from school leaders and staff. Kathleen Wade, an attorney on the district’s school-law team, said legal review focuses on compliance with current law and on flagging vague language that could create confusion even when not strictly a legal issue.
Committee members said they were comfortable with the draft after earlier rounds of review. “People felt comfortable giving the feedback from the building leaders and staff,” one member said, noting the draft reflected that input.
The committee did not adopt substantive amendments to GBEB during the meeting; staff will transmit the current draft and accompanying comments to the full board. The full board will decide whether to schedule GBEB for further edits, a public hearing, or final adoption at its next meeting.
