Commission withdraws county association with IFAC application over lack of stakeholder commitments and UDOT involvement

A public‑private IFAC grant application related to Mountain Green and a proposed I‑84 interchange was discussed at length during the Dec. 2 meeting. County staff and the attorneys office reviewed an application that had been circulated and flagged concerns that the application was not county‑driven, lacked signed stakeholder commitments (notably UDOT), and could in practice transfer long‑term maintenance or ownership obligations.
Staff recommended withdrawing any county association with the application and, if the county wishes to reapply, preparing a county‑led submission with explicit stakeholder agreements and clearer public benefits. Commissioners expressed concern that the current application could misrepresent county support and limit future options. One commissioner noted UDOT had indicated no interest in taking on maintenance responsibilities and cautioned that accepting certain grant terms could impose ongoing obligations on the county.
On a motion from Commissioner Newton, seconded by Commissioner Nickerson, the commission voted to withdraw the countys association with the IFAC application submitted without county permission. Staff and legal counsel said the county remains eligible to pursue a county‑led application in future funding cycles but should secure UDOT and other stakeholder commitments before reapplying.
