Cloverdale council elects Brian Wheeler mayor; vice‑mayor vote follows heated debate

The Cloverdale City Council completed its annual reorganization at the end of its Nov. 30 meeting, electing Councilmember Brian Wheeler as mayor in a 4–1 roll call and selecting a vice mayor after a contentious discussion about rotation, experience and council relationships.

Councilmember Marquez nominated Wheeler for mayor; the motion carried with four in favor and one opposed. Later the council debated vice‑mayor nominations at length. Some members urged a predictable rotation that would advance Councilmember Marjorie Morgenstern to the vice‑mayor role; others argued qualifications and continuity were more important for continuity of city operations and major projects. After multiple nominations and substitute motions the council approved a vice‑mayor appointment on a 3–2 roll call.

The vice‑mayor discussion exposed fractures among council members with repeated references to attendance at regional boards, responsiveness to colleagues, and the need for teamwork. Several members called for a council retreat and more team‑building to rebuild trust; others emphasized the importance of continuity for ongoing projects and city operations.

In related business the council voted to keep subcommittees in place but to meet them “as needed,” adjusted the proclamation calendar (removing a proposed Jewish heritage month item), and approved a citizen recognition schedule. The council also directed staff to return a list of prior peer reviews related to the Esmeralda WSA for consideration of whether an additional independent review is warranted.
