Rifle-range rezoning postponed; commissioners call for EPA testing, community board

Morgan County commissioners postponed action on the county-initiated rifle-range rezoning after a well-attended planning commission hearing produced extensive public comment and technical questions.
County administrator (Kate) told the commission staff requested a postponement to the first February meeting to collect answers to public questions and perform additional research. She said the planning commission had suggested the county host additional hearings and that the draft rezoning would return with more analysis and public outreach.
Multiple residents and commissioners urged environmental testing—specifically EPA or lead-remediation testing and groundwater sampling—before the county commits to rezoning or a permanent plan for the site. Commissioners also discussed creating a community advisory board for the rifle range to involve local stakeholders in remediation, safety planning and any future relocation discussions.
Commission staff said they will arrange a sit-down with planning commissioners and subject-matter experts, prepare EPA testing plans and return a full package to the commission in February, including the results of any site testing and a proposed community board structure.
Kate closed by noting she’d collect public comments and circulate a recap to commissioners; staff will schedule additional public hearings as part of the rezone timeline.
