Tiffin City Council adopted an amended 2026 budget and approved a package of related ordinances on Dec. 15, moving several fund transfers and administrative items into effect immediately.
Councilmember Jones moved for passage of the amended budget ordinance (Amended Ordinance 2025‑98), which the council approved on a unanimous 6–0 roll call. Council also voted to amend and pass related budget measures, including Amended Ordinance 2025‑100 authorizing transfers for bond and loan principal and interest and Ordinance 2025‑101 to transfer funds from the general fund to the Park & Recreation fund. The council approved Ordinance 2025‑102 authorizing a transfer from the sewer revenue fund to the Combined Sewer Separation (CSO) fund.
Several of the measures were advanced with emergency clauses or suspension of the three‑reading rule so they could take effect immediately. For items showing private or donated funding in the packet, city officials noted the accounting presentation required the expense to appear in the city budget even if a private donation will cover the cost.
Votes on the major budget measures were recorded by roll call and passed with unanimous support where recorded; one tax‑abatement item (Ordinance 2025‑95) passed 5–1 on final passage (see separate article on that item). The finance director reported Nov. 30 finance figures at the meeting: total receipts of $4,942,795.20, total expenses of $6,654,973.89 and a general fund unencumbered balance of $6,364,597.95; income tax receipts were up 4.04% year‑to‑date.
City officials said the administration expects further budget adjustments in January, including potential principal forgiveness on a project that could require a future amendment. Councilmembers emphasized the council routinely amends the budget throughout the year and that appropriations can be revisited as new grants or loans are finalized.
The council concluded the budget business and moved on to other items on the agenda.
