Fostoria council waives readings, adopts multiple emergency ordinances including cybersecurity, Safe Routes and sewer-rate changes

Fostoria’s City Council voted to fast-track and adopt multiple emergency ordinances and resolutions during its meeting, suspending the usual three-reading rule to make several measures effective quickly.
Council adopted a resolution authorizing the director of public service and safety to apply to the Ohio Department of Transportation Office of Aviation for a SFY 2026 Ohio Airport Improvement Program grant. The motion to adopt carried on a roll-call vote and was assigned Resolution No. 2025-86.
The council suspended the three-reading rule and adopted an ordinance to establish a Safe Routes to School Fund, passed as Ordinance No. 2025-87. The Director of Finance had told the council the fund must be established before a budget can be loaded and asked that the readings be waived so the ordinance could take effect Jan. 1.
A separate ordinance establishing the city's TID (tax-increment financing) fund passed after suspension of the three-reading rule and was assigned Ordinance No. 2025-88.
Council discussed a newly required cybersecurity program tied to the state budget bill, with one member noting the policy "should be in place by the first of the year" and that it could be modified after enactment. The council voted to waive the three-reading rule and adopt the cybersecurity ordinance as an emergency; it was assigned Ordinance No. 2025-89.
Council also approved an ordinance amending the codified ordinances related to sewer rates (section 9.4.1.03); the three-reading rule was suspended and the ordinance was adopted as Ordinance No. 2025-90.
Additional appropriation and purchase-order-related ordinances were moved, suspended and adopted to finalize budget items, with ordinance numbers 2025-91 and 2025-92 recorded in roll-call actions.
The council recorded roll-call votes for each measure. Where motions listed a mover and seconder in the meeting, the minutes show names such as Mendoza (mover) and Baker (seconder) or Lake and Cassidy depending on the item; the Clerk read individual roll-call votes aloud for the record. Several measures were declared emergency actions so they could take effect quickly.
The meeting also included project- and grant-related approvals and two library board appointments (see related article). The council adjourned after miscellaneous business.
Next procedural steps: measures declared as emergencies will take effect according to council action and the items that required budget setup (for example the Safe Routes fund) will move into the appropriations process in January.
