Attorney outlines draft special act, process for Keith Field easement

Mello explained a technical land issue: Keith Field had been registered land, which requires Land Court procedures for transactions; the city applied in June to deregister the parcel to simplify transactions, and he said the land court approved the deregistration. He said a planning-board subdivision is pending to create a discrete lot with the parcel identifiers that can then be inserted into the draft special act.
Mello described the next steps: finalize terms among the parties, seek a city-council sponsor and file the special act with the council—he said the earliest opportunity is early January, followed by the council’s regular schedule. Committee members asked clarifying questions about registered versus recorded land. No formal committee approval of the special act was requested at the meeting; Mello said he would return with a finalized draft for the committee once the planning and property data are complete.
