Minutes: Councilor Edwards moved and Councilor Parks seconded approval of minutes for Nov. 17 and Nov. 24, 2025. A roll-call vote recorded all six councilors voting yes; the motion passed 6–0.
Consent items: The council approved consent items including confirmation of the interim city administrator’s appointment of the communications director and the mayor’s reappointments to the Zoning Board of Appeals (George Starr Jr., Brad Paul and Richard Parker). Councilor Johnston moved, Councilor Hewitt seconded, and the items passed on a roll-call vote of 6–0.
Rescheduled hearing: Staff notified the council that notice for a public hearing on proposed updates to Administrative Code Chapter 4, Article 5 had not been published in time. Councilor Johnston moved and Councilor Edwards seconded a motion to reschedule that hearing to Dec. 15, 2025. The council approved the rescheduling by roll call, 6–0.
Adjournment: Councilor Edwards moved to adjourn, Councilor Johnston seconded, and the meeting adjourned at 7:06 p.m. after a 6–0 roll-call vote.
