Richmond Heights council approves multiple purchase agreements, jail services contract and land-use confirmations

"It wouldn't be any strain on the general fund, and it will be something for the community," Speaker 1 said.
The council also approved Resolution 164-2025 to buy a Rayco stump cutter through a cooperative purchasing option (Sourcewell/WarBank referenced) so the city can perform stump-removal work in-house rather than waiting for contractor minimums. Council members said the equipment will allow quicker response and reduce contracting delays.
Officials discussed the upcoming renewal of the county jail contract and introduced Resolution 165-2025; during that discussion the per-detainee daily rate was cited in the meeting as rising from $173 to $234 per day, which staff said represents roughly a 35% increase. Staff noted that felony arrests and serious misdemeanors continue to be housed at the county facility and that operating a full-service local jail would be cost-prohibitive for a municipality of Richmond Heights' size.
Council confirmed several planning- and zoning-related items: Resolution 167-2025 confirmed a planning commission approval of a lot split at 150 Brush Road, and Resolution 168-2025 confirmed a zoning-board-of-appeals variance to allow an oversized accessory building at 1993 Beverly Hills Drive. These items were presented by the council member identified in the transcript as Justice and received majority support.
All resolutions introduced that evening were moved, seconded and passed by roll call during the meeting. Several motions were described as being passed on first reading or by motion for passage as recorded in the meeting minutes.
