Virginia Beach school board certifies closed sessions, approves amendment to attorney contract

The Virginia Beach City Public Schools board conducted closed sessions and recorded votes on personnel and legal matters and approved a contract amendment for the school board attorney.
Earlier in the meeting Vice Chair Weems moved that the board recess into closed session under the Code of Virginia exceptions cited in the motion to consider personnel matters and the school board attorney's contract. The motion to enter closed session passed with a recorded vote of 10 ayes. After the closed session the board read and approved the FOIA-required certification that only matters identified in the motion were discussed; that certification also passed with a 10-aye vote.
Vice Chair Weems later moved that the board approve "Amendment number 2 to the school board attorney's contract and authorizes legal counsel and the superintendent to take necessary action to finalize the amendment." The motion was seconded by Miss Dwyer and passed with a recorded vote of 10 ayes.
Near the end of the meeting the board again recessed into a closed session (this time listing consultation with counsel on probable litigation and negotiation/award of a specific contract among the cited reasons). That motion passed with a recorded vote of 11 ayes. The board read the statutory certification required under the Virginia Freedom of Information Act and the certification was approved with 11 ayes.
Motions, movers and recorded votes as stated in the public record: the initial closed-session motion was moved by Vice Chair Weems and seconded by Miss Melnick (vote to enter closed session recorded as "10 ayes"); the certification of that closed session was moved by Miss Dwyer, seconded by Dr. Green (10 ayes); the contract amendment was moved by Vice Chair Weems and seconded by Miss Dwyer (10 ayes); the later closed-session motion was moved by Vice Chair Weems and seconded by Mr. Culpepper (11 ayes) and the certification passed on a roll call of 11 ayes.
The board announced it would reconvene at 6:00 p.m. for the formal session and then adjourned.
