Florence council approves wastewater, road and fleet contracts totaling multimillions

Solar panels: Council approved Change Order No. 1 to the Ameresco master service agreement to relocate solar panels originally installed at Well No. 5 to the South Wastewater Treatment Plant. Utilities staff explained panels were removed during earlier construction and the new well configuration left insufficient space at Well 5; relocation required trenching, transformer upgrades and new interconnection work. The change order adds $76,512 to the contract, resulting in a revised contract total of $339,760, and was approved by motion.
North Wastewater Treatment Plant: Council directly selected Water Works Engineers to provide design and construction services for the North Wastewater Treatment Plant rehabilitation in an amount not to exceed $226,593. Utilities staff said the work addresses compliance issues, structural and operational upgrades and adds redundancy (an additional effluent pump) to improve reliability. Council members described the investment as a smart, cost‑effective option that should extend the facility’s useful life by 15–30 years depending on maintenance.
Hunt Highway right‑of‑way purchase: Council authorized acquisition of 19.587 acres of right‑of‑way from the Arizona State Land Department for the Hunt Highway Phase 2 reconstruction (CIP Project T72) for an amount not to exceed $1,782,413. Public Works staff said the State Land appraisal is complete and the county is looking to begin construction next year; approving the acquisition allows the town to proceed with its portion of the project.
Police vehicles: Council approved purchase of 10 police vehicles from Courtesy Chevrolet, with fit‑out services from MHQ West, for a cost that came in under the $1,000,000 budget (listed in the agenda at approximately $981,725.81). Staff said the purchase replaces vehicles more than six years old and that auction and stripping of retired units will follow.
Each item was presented by staff, discussed on the record, and approved by council motion and voice vote. Several council members complimented staff for thorough work in advancing multiple capital projects.
