Attorney updates school committee on Keyfield property, draft special act and deregistration

Attorney Peter Mello briefed the Brockton School Committee on unfinished business regarding a proposed easement and related draft special act tied to the Keyfield property.
Mello said he and counsel for the Boys and Girls Club have exchanged draft special acts to memorialize the contemplated arrangement and that, after the parties reach terms, the draft would be brought back to the committee for approval and then filed with the city council. He reported that the city applied in June to deregister the parcel (a land-court procedure) and that the land court approved deregistration; that action was recorded. Mello said planning-board subdivision filings will follow to officially establish the parcel as a lot so the property references in the draft special act can be finalized.
Committee members sought clarification about the difference between registered and recorded land and noted municipalities often deregister property to avoid lengthy land-court processes in Boston. Mello said the earliest opportunity to file the special act with city council would be early January, once the parties finalize terms and identify the lot configuration.
No formal vote was taken on the draft special act at the meeting; Mello asked for time to finalize language and a city-council sponsor.
