Waunakee board approves site-host agreement with Dane County for library EV chargers

The Village of Waunakee on Monday approved a site-host agreement with Dane County that will place Level 2 electric vehicle chargers in the public library overflow parking lot.
Lauren, a village staff member leading the project, said Dane County will "install Level 2 electric vehicle charging at no cost to the village," including the infrastructure work needed for installation. Under the agreement the village will become owner of the charging equipment once it is installed, and Dane County will maintain the equipment for five years, Lauren said.
The village’s responsibilities under the agreement are limited, Lauren said: the station must be available to the public 24/7 and the village will charge a rate intended to cover utilities. "We will have to charge a rate at the EV charging station and pay the utility bill," she said.
Trustees asked about longer-term costs after the county’s five-year maintenance period. Village staff said the five-year term provides a trial period for the village to assess ongoing costs and usage, and if the village elects not to keep the equipment it could remove it (with potential recovery of removal costs through resale). Staff also noted an operation-and-maintenance agreement with a third party remains under negotiation and that the village would have an "off-ramp" if the final vendor terms were unacceptable.
The board approved the agreement by voice vote, with staff to finalize details and obtain final review and approval by the village deputy administrator, the community development director and the village attorney before execution.
The agreement is part of a broader Dane County initiative to expand public charging across participating municipalities; the village will monitor performance and costs during the initial five-year maintenance period.
