Maine Water briefs Saco on unified rate design; company says residential bills will slightly fall
Summary
Maine Water Company presented a proposed unified rate design to the Saco City Council Oct. 27, saying the change is a redesign — not a company revenue increase — and that residential customers in Saco would see a slight decrease while fixed‑to‑volumetric relationships change for larger meters.

Mark Vannoy, president of the Maine Water Company, told the Saco City Council on Oct. 27 that the company is proposing a unified rate design across its divisions intended to align fixed charges with meter size and the cost to serve customers.
"This is not a revenue increase for the company, but rather it is a look at how rates should be set based on the cost of service," Vannoy said. He explained the change would produce a modest residential decrease in Saco while shifting how fixed and volumetric charges apply to larger meters.
The presentation emphasized technical rate design principles and encouraged affected customers — especially larger commercial customers with larger meters — to contact the company for specific impacts. The company also said town fire charges will remain unchanged under the proposal.
No formal council action was taken; the company provided the notice previously mailed to customers and answered preliminary questions.
