Board of Adjustments grants variance to allow remodeled 1978 manufactured home with conditions

The Florence Town Council, acting as the Board of Adjustments on Nov. 18, approved a variance to the municipal code’s manufactured‑home age requirement for a unit proposed at 524 East Butte Avenue.
Staff explained the municipal code generally requires manufactured homes be no more than five years old for placement in that subdivision classification. The applicant, Jessica Carter speaking for owner Barbara Yanes, said the home is a 1978 Redmond New Moon that has undergone a complete floor‑to‑ceiling renovation and that the owner purchased the house and lot in August.
Council members raised legal and compliance questions and briefly moved into executive session to review issues. When discussion resumed, council members agreed they would approve the variance only if the applicant provided documentation demonstrating that renovation work was performed with permits and that the unit would pass an inspection by Florence community development staff prior to relocation into town. Council also recorded an agreement that the unit must not be moved to Florence before approvals are secured and asked that the stipulations be memorialized in writing and included in the minutes.
The motion to approve the variance with those conditions passed after the applicant agreed on the record to the stipulations. Staff said the town will work with the applicant to confirm permit records and arrange inspections.
