The sponsor said the assistant clerk has not been able to work full time recently and that an increased volume of public‑records requests has shifted workload to other staff and the law director. During discussion the law director noted a large public‑records effort that required substantial staff time, reinforcing the need for additional clerk capacity.
Council voted to suspend the rules and adopt the ordinance on emergency; the roll call recorded the affirmative responses needed for immediate adoption.
