Council previews sign standards for Arnold Mill Road Hamlet overlay, including limited internally lit signs

Robin McDonald presented a text amendment (RZ2509) to establish sign standards for the Arnold Mill Road Hamlet overlay district. The rewrite largely mirrors the Birmingham Crossroads ordinance but adds structure and material requirements and — unlike Birmingham Crossroads — proposes allowing one internally illuminated door sign to indicate whether a business is open.
McDonald said the planning commission unanimously recommended approval on Nov. 20. She explained the intent was to support small, nonresidential businesses in the new Hamlet overlay by providing sign standards tuned to the area's form‑based vision while permitting limited internal illumination for business visibility.
"Staff's recommendation for the allowance for one internally illuminated door sign is proposed because there is a need for this type of sign for local businesses to be able to indicate if their business is open," McDonald said, noting that Crabapple and Deerfield form‑based codes include similar allowances. Council members expressed support given those precedents and asked no substantive follow‑up questions.
The amendment will come back for final zoning action on Jan. 5, according to staff.
