Staff and the commission discussed updates to airport rules and regulations, preliminary layouts for north hangar lots, marketing of vacant lots, and recent fuel-dispensing complaints.
Silas and staff said the draft rules circulated last week address roughly 98% of comments from the public and staff but a few items remain for the city attorneys review. Commissioners questioned why MnDOTs model language about through-the-fence operations appeared in the rules when Forest Lake currently has no through-the-fence agreement; staff explained MnDOT includes that material because it is commonly used at other airports and serves as a reference if the issue arises.
On north-lot development, staff said the plan currently shows room for four hangars in the near term and some commissioners favored designating those lots for commercial use to provide road access for customers rather than requiring public drivers to use active taxiways. "We wanna make sure those are commercial," one commissioner said, and staff proposed marking the Airport Layout Plan and advertising available lots on the city website.
Staff also reported a handful of fuel-dispensing complaints with the card system where initial authorizations then adjust downward; the vendor change has produced a more competitive fuel price and staff said fuel sales appear to be rising. Commissioners suggested publishing instructions at the pump and asked staff to keep monitoring the system.
Staff said they will re-send the revised rules to commissioners and will bring specific north-lot lease terms and CIP funding options for access and utilities to a future meeting.
