Monroe County approves rezoning of 221.98 acres for mineral extraction with conditions

The Monroe County Board of Commissioners voted Dec. 4 to approve a rezone petition (ordinance 2025-41) that changes roughly 221.98 acres held by 8383 SVR LLC to mineral-extraction zoning, subject to four conditions recommended by the county Plan Commission.
Planner testimony and packet materials show the petition consolidates several parcels (including addresses at 8304 and 8383 North Stinesville Road and a 32.19-acre tract on West Hedrick Road) into a single mineral-extraction lot. Planning staff noted prior approvals dating to a 2011 ordinance and included an AECOM analysis as part of earlier conditions.
The Planning Commission (vote 6–0 on Oct. 23, 2025) recommended approval with conditions: incorporate the AECOM quarry-study recommendations into the quarry operations plan; restrict Hendrick Road access to non-quarry uses (residential/agricultural only); prohibit excavation into a 50-foot frontage/access strip; and prohibit rock crushing on the 32.19-acre portion of the site. The petitioner’s representative, Kevin Bucheit (Krieg DeVault), and David Edgeworth (member of the LLC and president of Big Creek Limestone) told the board they accepted those conditions.
Commissioners discussed the conditions and mapping and then approved the ordinance by voice vote (motion carries 3-0). Commissioners and staff said the map and recorded conditions will guide enforcement and permit review going forward.
What the approval means: Rezoning allows mineral extraction as a permitted use on the consolidated property subject to the conditions above; specific operational details (phasing, truck routing, dust mitigation and permit-level environmental reviews) would be handled through the county’s quarry-operations plan and other permit processes required by Chapter 8-11-11 of the county zoning code.
Next steps: The petitioner will proceed with administrative subdivision paperwork and required permits; planning staff will include the AECOM recommendations and the no-crushing mapping for the 32.19‑acre tract in the parcel documentation.
