District details MTSS/PBIS Plus approach, Panorama results and how state wellness funds will be used

District staff presented a wellness-and-success update Dec. 10 describing how Cuyahoga Falls is using a multi-tiered system of supports (MTSS) and a PBIS Plus framework to align behavior, attendance and social-emotional instruction. The report included Panorama survey results for grades 3–12 and an explanation of how state wellness funding will be allocated.
The presenter explained that Panorama survey responses classify 4 or 5 on the Likert scale as "favorable." For one example, she said, "For self management, 74% of our students in grades 3 through 5 responded favorably, and that puts us in the sixtieth percentile across the country," and she highlighted percent-change slides showing growth over the last year across school buildings. The presentation emphasized emotion-regulation as a priority and tied progress on social-emotional learning to academic outcomes.
Administration listed partners participating in tiered supports and grant reporting: Red Oak Behavioral Health (embedded mental-health provider for tier-3 interventions), Greenleaf Family Center (prevention programming), Summit EFC and Northeast Ohio ESC (consultation). The presenter said state rules require at least 50% of the allocated wellness funding be spent on mental-health services and described the district's plan to apply funds toward school counselors, school social workers, an attendance liaison and Panorama costs.
Board members asked clarifying questions about tier 3 supports and how the integrated model differs from the traditional tiered triangle. The administration noted care-team meetings, PBIS-plus data days, and classroom-level interventions (check-in/check-out) as implementation elements and said six of nine buildings had received PBIS recognition from the state.
This item was informational and no formal vote was required. The district said it will continue to report Panorama trends and implementation progress to the board and will include that information in required state reports.
