Board members said the city is pursuing a purchase and applying for a grant to fund assessment and remediation work. Administration described the board action as consent for sampling and site visits, not a sale; the consent form includes language preserving the property owner's rights except for those expressly waived to permit testing.
Dr. Salico explained the practical steps: the district and city met to coordinate timing and prefer work be scheduled when the preschool is not in session. "They're applying for a grant to have all of these things remediated and assessed," Dr. Salico said, urging board approval so the city and agency could progress with grant applications and testing logistics.
The board approved the consent form by roll-call vote and the president will sign the document. Administration said they will specify dates that minimize disruption to preschool programming and will require contractor coordination at the site.
What to watch: Consent allows Ohio EPA to perform Phase I property assessment activities and sampling; any remediation commitments, grant awards, or purchase agreements will be separate steps subject to later approvals and public disclosure.
