Planning commission backs Hilltop Primary School plan; council sets Jan. 20 public hearing

The Planning Commission recommended that the Wyoming City Council approve the development plan for Hilltop Primary School at 425 Oliver Road and requested three zoning waivers, the commission’s representative told council.
John Bosse, presenting the commission’s memorandum, said the recommendation includes three waivers: front‑yard setback relief under section 11.53 to allow site improvements within the setback; a reduced parking‑space size under section 11.53.05 to permit more but smaller parking spaces; and retaining‑wall height relief under section 11.83.18 to allow a taller retaining wall within the setback. Bosse said the planning and design team, led by Rickley Architects, had worked with the city and residents and that the application had received architectural review board approval.
Bosse summarized the procedural history: concept review in May 2025, formal submission on Nov. 3, 2025, interdepartmental reviews incorporated in a Nov. 10 memorandum, and Planning Commission action on Nov. 11. Notice was mailed to properties within 200 feet and a public hearing and second reading were set for Jan. 20, 2026. On the record Bosse said, “In summary, the Planning Commission recommended city council adopt the Hilltop Primary School Development Plan and the 3 waivers.”
A council member asked whether waivers would be adopted before the hearing; Bosse and staff clarified that council will hold the public hearing and then vote, and that changes could be made following public comment. Bosse also noted the applicant lowered the building elevation by about four to five feet in response to prior reviews.
Council voted to receive the planning commission report and to set the Jan. 20, 2026 public hearing for the ordinance that would approve the development plan and amend the zoning code.
Next step: public hearing and second reading on Jan. 20, 2026; council may vote after the hearing.
