Council approves routine items, renews testing agreement, and schedules follow-ups; manager reports promotions and projects

At its Dec. 8 meeting, the Lampasas City Council approved a range of routine items and directed staff on follow-ups while receiving the city manager’s operational report.
Consent and procedural votes: Council approved meeting minutes and consent items and approved a fee ordinance amendment (removing a spectator fee and changing reinspection timing). The council moved to renew a five-year agreement with LCRO (substation testing) as a pass-through on utility bills; the motion passed on a verbal aye recorded at the meeting.
Procurements and memberships: Council approved a 63-month lease for a Xerox AltaLink printer from Visual Edge IT at $389.94 per month to address overages in the library’s copy allowance. Council also voted to join the Central Texas Water Alliance and approved a $5,000 membership fee, with staff stating funds are budgeted for that payment.
Land-use and readings: Planning items heard included a public hearing and planning commission 7–0 recommendation for a mobile-home overlay at 1514 East Avenue A (property owner Juan Moza), and a plan development overlay request from property owner Daryl Finney for a hotel project; plan review and parking details remain subject to further review. Council conducted first and second reading steps on rezoning ordinances where noted and will bring pulled items back as January action items where required.
City manager’s report: The manager announced promotions (Steven Sewell to Public Works director; Jesse Impasse to Parks & Recreation director; Josh Blasio to crew lead; Steve Nolan to parks superintendent), planned interviews for assistant fire chief and noted replacement of more than 200 end-of-life water meters as part of the meter-change program. Staff also reported an electrical-capacity issue discovered at the Toy Drive facility elevator that will be addressed prior to public opening.
Next steps: Staff will return with draft contracts, survey/deed documents for the Lampasas Fellowship proposal, and a proposed schedule for the joint meeting with Kenner (Timber) Water Supply Corporation along with counsel presence.
