Group seeks council support to transfer and revive historical Lampasas Fellowship site

Tasha Lewis returned to the council on Dec. 8 to present a strategic proposal to revitalize the historical Lampasas Fellowship site near the Lampasas school area and asked for council’s direction so paperwork and surveys can proceed.
"Basically, we wanted to come back here and just provide our strategic proposal…get any feedback, any answer, any questions that you guys might have," Lewis said, explaining the group has organized an LLC and is awaiting final 501(c)(3) paperwork. The group told council it expects to offer educational programming, periodic community events and occasional church services while keeping the site's primary use educational.
City staff reminded the council that state law imposes specific limits on municipal property transfers and that transfers for educational purposes are typically allowed subject to a clawback clause returning ownership to the city if the property ceases to be used for public educational purposes. Council members asked the group to obtain a property survey and indicated staff will prepare deed and transfer documentation if council signals a favorable inclination.
Council asked whether church services would be compatible with an education-limited transfer; staff said periodic religious services could fit the educational-purpose documentation if the primary use remains educational. Lewis said the group has community supporters and volunteers ready to help and that fundraising and board formation are complete pending the final tax-exempt approval.
The council directed staff to place a related action item on the January agenda so members can consider survey results, draft deeds and the required state-language reversion clause.
