The council approved the clerk’s final-reading package (Ordinance 2025-29 through 2025-40) on a voice vote after a motion by Councilman Dow and a second by Councilman Fuchschler. Among the first-reading items announced earlier were: an agreement with North Star Industries for pump repairs for the wastewater maintenance department; a one-year extension for auctioneer services; an annual maintenance agreement with Tyler Technologies ($279,608.94); purchase of 2,131 Neptune meters ($678,068.52); and a contract with Sigma Tactical Wellness for sworn-officer wellness services ($124,740).
In two separate first-reading motions the council also heard ordinances authorizing acceptance of Texas GLO CDBG-DR reallocation awards: $6,000,000 for Red Bluff Terrace Phase 1 (CIP referenced) and $5,000,000 for Red Bluff Terrace Phase 1 (separate CIP number), with appropriations noted from the General Fund balance. Councilman Dow moved approval of the package and Councilwoman Valerio seconded; the motion carried.
The council approved a set of resolutions accepting donations and in-kind contributions for city programs and events, including a $523.72 candy donation from Walmart for the police department’s Trunk-or-Treat, in-kind boxes valued at $2,000 and mobile shred services valued at $800 from Waste Management, and several $500 monetary donations supporting the Pasadena Police Department’s Blue Family Thanksgiving program.
Two items that had been taken from the table were then postponed to give staff additional time for amendment and review. Ordinance 2025-216 (education and certification incentive pay for civilian full-time employees, effective Dec. 22 if adopted) and Ordinance 2025-227 (increased pay for Texas Commission on Law Enforcement proficiency certification for sworn officers and city marshals) were both taken from the table by motion and then postponed to the council’s Jan. 6, 2026 meeting.
The council recessed into executive session under Texas Government Code Section 551.074 to deliberate personnel matters related to duties of the city controller’s office administrative assistant.
