The most immediate approvals: Council adopted an ordinance rezoning a vacant parcel in the Jesus Lopez Addition (Lot 1, Block 2 at Cecilia and South Reynolds) from its current residential classification to R1 for single-family use after staff noted planning and zoning recommended approval and no public opposition was recorded.
Public safety and labor agreements: The council approved an interlocal memorandum of understanding with the Texas Department of Public Safety intended to formalize mutual support and equipment sharing in major incidents. "We will work together…we will have the equipment. They will support us. We will be there to support one another," the Police Chief said during the discussion. Council also ratified a collective bargaining agreement between the city and the Alice Police Officers Association for fiscal years 2026–2028 that includes pay increases (heavier at entry level), stricter testing requirements and a reappointment provision that preserves prior years of service for returning officers.
Grants and procurement: The council authorized submission of grant application 5642001 to the Office of the Governor Public Safety Office for $66,000 (no local match) to equip six police vehicles with bullet-resistant components. Procurement staff presented results from IFB 2025-004 for water-treatment chemicals and recommended awards to the lowest responsive bidders; council approved the contract awards. The council also authorized contracts with AOKA and Langford Community Management Services to provide administration and ordinance/code support under a GLO CDBG Resilient Communities grant (approx. $300,000, no match).
What to watch next: Staff highlighted expected operational timing for utility upgrades — pump motor arrival in mid-January and pump installation by March, with the expected RO system operational around February–March — and introduced David Garza as the city's water superintendent. Council repeatedly emphasized that significant financial commitments above the city manager’s $50,000 authority should return to council for approval.
