"My name is Leo Turto," the commenter said, identifying himself as living at 9645 West Ryan Road, and described repeated pump failures and low pressure. "I currently have approximately 20 gallons of water in my house," he said, adding that he has two pressure tanks and a well around 380 feet deep with a pump at about 345–350 feet. He said recent work on his property cost "$22 to $24,000" for a main to go through his house and estimated a per-frontage cost of roughly $120 per linear foot.
Turto criticized what he described as the mismatch between taxes and local infrastructure delivery, saying he had paid what he called "$7,600 in MMS key charge" over the last 10 years and questioning whether that money returns to the city. He asked the board to consider options such as reallocating funds, corporate sponsorships, or help from other taxing authorities to reduce homeowner costs and bring "21st century infrastructure" to areas like Oakwood Road and Ryan Road.
