Fire Station No. 1 remediation update; council approves several routine measures

Fire Department leadership updated the Common Council on remediation work at Fire Station No. 1 on Dec. 2, reporting that containment-area mold removal by Kelman Restoration is complete and that all HVAC ducts (four systems) were cleaned. The department said a full HEPA cleaning and subsequent independent environmental testing by Terracon Environmental are required before personnel and apparatus return to normal station operations. The chief said exterior brick leakage remains under negotiation with the original masonry contractor, citing a contractor quote of $12,000 for repairs to one wall area; several windows and particle-board cabinets also need replacement.
Council accepted the update and placed it on file.
During the same meeting the council adopted a resolution authorizing quarry monitoring services with Stantec Consulting Services Inc., approved a conditional land combination for 9447 and 9461 S 27th Street (former Buckhorn Tavern site), and approved a first amendment to an agricultural lease increasing rent from $100/acre to $125/acre with a 180-day termination clause (roll-call: 4 ayes, 1 abstention, 1 absent). Council also approved city vouchers and payroll items totaling more than $1.2 million in vouchers and hundreds of thousands in payroll and deductions; the roll-call vote carried.
The meeting included a motion to enter closed session under Wisconsin Statute §19.85(1)(e) for attorney–client privileged negotiations; the council returned to open session and voted to proceed as discussed in closed session.
The Fire Department invited aldermen to inspect the station while remediation and reconstruction planning continue; staff said the building is safe to enter for inspection and that the department will share test results once Terracon completes environmental sampling.
