West Melbourne approves $410,000 task order for construction engineering on Ray Bullard water plant upgrade

City engineering staff recommended approval of a task order with Infrastructure Solution Services (an HR Green company) to provide construction engineering services during construction for the Ray Bullard Water Reclamation Facility BNR improvement project, not to exceed $410,000.
Project funding stems from multiple sources: a half-percent county sales tax approved by Brevard County, a state grant application with favorable comments, and the city’s wastewater utility fund. The engineer said the project was value-engineered after earlier bids exceeded budget; the revised project drew five bids and the construction contract has been awarded to Saw Cross Inc., which has mobilized on site.
Councilmember Bentley moved support the task order; the motion passed unanimously, 7-0. Staff said if additional DEP funding is approved the project could be 100% funded.
The task order covers construction observation and administration by the engineer of record; staff said the expense was anticipated in the project budget and negotiated downward from the engineer’s initial proposal.
