Franklin’s personnel committee discussed several future agenda items on Dec. 15, asking staff to return with proposals for HR staffing, temporary coverage and an organizational-chart review.
Members raised the possibility of contracting with QPS, a staffing firm the city has previously authorized to work with, to place temporary HR personnel while the city continues recruitment for a permanent HR manager. Committee members asked staff to clarify the contract fee structure and whether using a locally owned firm would affect costs and service.
Several members suggested adding an assistant to the director of administration or creating a distinct HR-manager position to relieve workload. The committee also asked staff to bring a current organizational chart to the next meeting to clarify supervisory lines and to prepare a consistent handbook policy on sick leave and bereavement that reduces confusion between departments and collective-bargaining agreements.
No votes were taken; staff were asked to prepare cost estimates, contract terms and a draft organizational chart for future consideration.
