Pecos Council moves to phase out temporary RV permits, updates RV-park rules and fees

Pecos City Council on Dec. 18 approved a package of actions intended to bring temporary recreational-vehicle sites into compliance with updated city standards.
Cindy Fuentes, the city’s director of permits (SEG 5626), told council staff had identified more than 133 temporary RV/made-man-camp style permits in zones not intended for long-term residency and recommended a phase-out of temporary nonconforming permits. Council debated a suitable timeline (180 days, 1 year, or longer) and adopted a one-year phase-out period to permit operators and residents time to transition or to seek conforming locations.
Council also approved an updated RV park ordinance that clarifies electrical requirements (20/30/50 amp options), fire-code compliance and inspection expectations, and the master-fee schedule (resolution 25‑12‑14R) that creates lower fees for parks with specified amenities and higher fees for facilities without those features. Staff said the fee structure is tied to the department’s estimated time for plan review and inspections and aims to encourage park owners to meet modern health and safety standards.
Fuentes said staff will contact all temporary permit holders and work with owners on compliance steps; council asked staff to prepare outreach materials and to prioritize protections for residents who live in the impacted units while transitions occur.
