The Evanston City Council on a voice vote adopted Ordinance 25‑007 on third reading to change zoning for Lots 19, 20 and 22 in the Evanston Industrial Center from Industrial Established (IE) to Highway Business Established (HBE). The ordinance passed after council members discussed traffic impacts near Wasatch Drive; the developer’s engineer said WYDOT will require a traffic impact study or analysis as part of access permitting and that work will identify any necessary mitigations.
The council also approved Resolution 25‑74 to amend the city’s master plan to authorize a Highway Business land‑use designation for the same lots at the request of Tracy Laycock on behalf of Wyoming Downs LLC.
In new business the council awarded the rec‑center re‑roof contract to ConWest Inc (Draper, Utah). Parks & Rec Director Kim Larson told the council five bids were received and recommended ConWest — the lowest responsible bidder — which proposed no subcontractors and is registered with the Wyoming workforce program. Larson said ConWest’s bid was $999,700 and that the project came in under the engineer’s budgeted estimate of $1,060,000. A motion to award the contract passed by voice vote.
The council approved three appointments: Jeremy Slater to a five‑year term on the Urban Renewal Board (term ending Jan. 2031) and reappointments of Sadie Fain and Brandy Weston to three‑year terms on the Lodging Tax Board (terms ending Jan. 2029). The consent agenda, which included a street closure and a limited malt‑beverage permit tied to the city’s 250th celebration events, also passed.
Speaker 11 read Resolution 25‑73 authorizing submittal of an application to the Wyoming State Forester to recertify Evanston as a Tree City USA for 2025; Parks & Rec reported approximately $45,600 spent by parks and rec, 72 trees planted, more than 300 pruned/maintained, and six removals. The council also approved Resolution 25‑75 to accept a Delta Dental renewal for city employees; the renewal carried no rate increase.
