Evanston council approves zone-change ordinance on second reading; third reading and plan amendment to follow

The Evanston City Council approved Ordinance 25 07 on second reading on Dec. 2, advancing a rezoning request from industrial established to highway business for property requested by Tracy Laycock, Wyoming Downs LLC. Council members voted 'aye' after a staff presentation and a short period of questions; the ordinance will return for a third and final reading and a corresponding resolution to amend the city’s 2010 comprehensive plan if adopted.
City planner Speaker 2 said the request concerns "Lots 1920, And 22 of the Evanston Industrial, Industrial Center second edition" and described it as ‘‘an expansion of the highway business land use’’ into currently industrial-designated land. Speaker 2 told the council that if the zone change is approved on third reading, "you will see a resolution to amend the 2010 comprehensive plan" to change the future land-use designation for those two lots.
During questions, Speaker 5 asked why the staff report described one lot as consistent with the plan but another as inconsistent; Speaker 2 clarified that the proposed change is inconsistent with the current 2010 comprehensive plan for the two lots but that the amendment process would follow adoption. Speaker 2 also noted the rezoning would "consume about 40% of that land area that's remaining undeveloped within that particular industrial park," reducing the land available for industrial development.
Speaker 3 recused themself from the discussion and vote, stating: "I need to recuse myself ... I feel like I need to recuse myself" because of proximity of their business to the property and potential personal benefits and detriments. The motion to approve the ordinance on second reading was moved by Speaker 2 and seconded by Speaker 6; the council recorded no opposition and approved the ordinance on second reading.
What happens next: the council will consider Ordinance 25 07 on third and final reading at a future meeting. If the council adopts it, a resolution to amend the 2010 comprehensive plan for the affected lots will be added to the agenda as described by staff.
